POSITION SUMMARY:

Delivery Manager oversees the supply chain management of the critical PO/MR commodity and its overall delivery assurance while keeping the technical and commercial compliance to the PO requirements of a critical equipment of a project. Delivery Manager’s responsibilities primarily revolve around constantly evaluating risk associated with supplier delivery and managing commercial and delivery schedules as per the project requirements. The remit spans the equipment award and delivery from scope development, management of the concept designs, equipment delivery strategy, bidding process, PO award and interface & integration with other parties. The Delivery Manager shall allocate responsibilities to the project delivery team and define the equipment scope definition, support procurement, and manage surveillance requirements of the awarded PO. Depending upon the specific requirements of the managed work, other resources may report directly / indirectly to the Delivery Manager.


The Delivery Manager is also responsible for influencing various project delivery teams, consisting of project representatives, project engineers, jobsite engineers and BSQE supplier performance representatives across the alignment. Delivery Manager needs to coordinate with project sponsors, customer representatives and the supply chain team in the same fashion. Delivery Manager also serves as a project manager assigned to a supplier shop who proactively coordinates with jobsite planner, PEX, PSQS, RE, T&L representative, materials manager and the project groups involved for the just in time supplier delivery. Delivery Manager preemptively gets involved on the critical concerns and provides corrective measures quickly to manage supply delivery.


JOB DIMENSIONS:

Receives operational direction and guidance for delivery activities primarily and from Project Procurement Manager and Program Manager allocated at the Supplier Shop or in the geographical region. Receives functional guidance from the BSQE Manager of Supplier Delivery.

The Delivery Manager shall allocate responsibilities to the project delivery team and define the equipment scope definition, support procurement, and manage surveillance requirements of the awarded PO. Depending upon the specific requirements of the managed work, other resources may report directly / indirectly to the Delivery Manager.

Corresponds administratively with the shop SQRs, RE, PEX, PSQS, Jobsite Planner, Materials Manager and Shop Expediter; Maintains contact with suppliers, SQRs, Job site planners and RE, and Materials Manager, PEX and PSQS to monitor the supplier quality, fabrication status and schedule on projects post award. Occasional contact with Customers at the operational level during external audits.


RESPONSIBILITIES:

  • Ensuring compliance with all relevant Health, Safety, Environmental and Quality requirements contained within the Bechtel Standards. Further, shall promote and demonstrate unwavering commitment to discharging obligations against these disciplines.
  • Prior to award, ensuring the engineering specifications and other contract particulars are robust, meet the project requirements and are integrated across the other functions.
  • Managing interfaces in accordance with the Project Delivery Matrix.
  • Ensuring supplier internal specification and procedures to be within the PO.
  • Providing specialist advice and guidance to the business, relative to project scope integration
  • Developing and maintaining risk registers with appropriate mitigation measures
  • Enabling and promoting effective communication and collaboration between the respective project team and related supplier counterparts managing project specific communications with third parties and the BSQE to aid the progress of the supplier fabrication.
  • Ensuring supplier documentation pertaining to the area of responsibility is reviewed (by all relevant parties) and returned to the supplier in accordance with the timeframes specified within the PO requirements, ensuring open issues are tracked to closure.
  • Reviewing and commenting upon supplier produced schedule (including the monthly report), as necessary.
  • Delivery Manager responsibilities primarily revolve around coordinating all project groups involved, managing technical / commercial requirements and delivery schedules as per the project requirements.
  • The Delivery Manager must get onboard on the project during the MRQ (Material Requisition for Quote) phase through just in time delivery of the PO commodity as per project schedule needs.
  • Delivery Manager addresses issues and concerns to provide corrective measures quickly to manage supply delivery.
  • Delivery Manager serves as a single point of contact among SQR, jobsite planner, PEX, PSQS, RE, T&L Representatives and material manager.
  • Delivery Manager manages the overall delivery of the PO commodity by providing optimized and agile solutions of the issues related to the supplier delivery through the problem-solving techniques.
  • Delivery Manager responsible for Cross –Functional coordination of multiple work activities in an assigned supplier facility including expediting (AEX), surveillance activities (SQR), engineering, and shipment of specified purchase orders within a supplier’s facility.
  • Develop Risk Profile focusing on schedule, quality, technical, and commercial items. Provide input of potential impacts to risk profile with any changes in scope and/or supply. This will include using the Risk Identification, Control and Mitigation process.
  • Enhance \ Establish integrated, proactive Area Expediting and Supplier Quality strategies aligned to project budgets, plans and schedules. Recommend issuance of assignments for areas of expertise as required.
  • Ensure that Corporate, global business unit management and project policies, procedures and guidelines are followed as applicable.
  • Act as the liaison between the supplier and the project team to ensure agreed requirements are defined and implemented.
  • Ensure communication is clear and concise between supplier and project team.
  • Oversee and coordinate SQR and AEX activities. Authority to provide direction to SQR/AEX with input from project team members.
  • Maintain focus on the project's schedule and quality to provide trends as needed.
  • Responsible for working with Engineering and Procurement to ensure contractual requirements are being revised to support commercial requirements.
  • Validate and verify completion of commercial payment progress milestones. Coordinate Project personnel visits to maximize value and minimize distractions.
  • Identify innovative methods to move the work forward without violating contractual or programmatic requirements.
  • Assist Project with early identification of deviations to technical and commercial requirements.
  • Effectively communicate findings and potential resolution with Project personnel to minimize technical, quality and delivery risks.
  • Responsible for the overall safety of Bechtel employees located at the supplier facilities.
  • Responsible for integrity of records management as it relates to supplier schedules, status reports, and surveillance reports.
  • Responsible for overseeing supplier performance with respect to their internal schedule milestones and execution plan. Perform an in-depth schedule review and provide guidance as necessary to ensure the plan is realistic and attainable. This will include engaging all functions to determine if there are any deviations to their plan and address recovery plans as required.
  • Attend all pertinent project meetings and reports status, including project management meetings as required. Represents the project for meetings between Bechtel, customer, and supplier personnel as required and directed by project.
  • Enhance \ Develop \ Maintain and distribute a plan of the day and open action item list to resolve barriers pertaining to overall execution and delivery.
  • Responsible to deliver concise and accurate status updates including reports for project file that incorporates SQR/AEX activities, schedule, and risk profile changes.
  • Responsible for AEX and/or SQR responsibilities as required, test and inspection activities may also be performed as required if qualified.
  • Provide daily updates if requested along with a weekly progress report.
  • Provide progress presentations to Project stakeholders (i.e., accomplishments, actions, risks, implementation measures to close gaps and milestone progress).


QUALIFICATIONS AND SKILLS:

BASIC QUALIFICATIONS:

  • A bachelor’s degree from a reputable University. 12 to 15 years of relevant management of supplier delivery work experience and having wide – ranging experience, techniques, and evaluation criteria for obtaining results. Basic computer skills including Microsoft Office (Excel, Word, Power Point).
  • Advanced capability to perform technical and commercial risk analysis of a given system/scope of work.
  • Advanced ability to build relationships cross functionality between projects and suppliers.
  • Ability to obtain required input, direction, and clarifications directly from the associated project and functional disciplines as applicable.


Grade 26:


  • Delivery Manager typically requires a bachelor’s degree (or international equivalent) and 8 to 11 years of relevant management of supplier delivery work experience or 12-15 years of supply chain management work experience.
  • Works without supervision. Extensive latitude for independent judgment.
  • Extensive experience in leadership roles, experience in writing technical procedures and problem solving.


Grade 27:


  • Delivery Manager typically requires a bachelor’s degree (or international equivalent) and minimum 12 to 15 Years of relevant management of supplier delivery work experience or 16-20 years of supply chain management work experience.
  • Works without supervision. Extensive latitude for independent judgment.
  • Extensive experience in leadership roles, experience in writing technical procedures and problem solving.
